Quote the surcharge for a new card on an invoice
POST/api/invoices/:invoiceId/quote
For a card captured as a ticket (POST /payment/ticket/intention): checks the card and returns the exact surcharge and total it would be charged on this invoice, without charging it. Debit and prepaid cards, Amex, and payers or merchants in states that ban surcharges are quoted no surcharge. The quote is valid for 15 minutes. Charge it with POST /invoices/{invoiceId}/quote/confirm, or, for a subscription signup, with POST /subscriptions/v2/payment-method and quoteId against the subscription's pending signup invoice (pendingInvoiceId on the authenticated subscription details). An unconfirmed quote expires and the captured card is deleted. A failed card check (e.g. a billing ZIP mismatch) answers 400. Authenticate with x-session-token header.
