Quote the surcharge for a hosted card payment
POST/api/invoices/hosted/quote
For a surchargeQuote intention: checks the card captured in the payment iframe and returns the exact surcharge and total it would be charged, without charging it. Debit and prepaid cards, Amex, and payers or merchants in states that ban surcharges are quoted no surcharge. The quote is valid for 15 minutes and is confirmed with POST /invoices/hosted/quote/confirm; an unconfirmed quote expires and the captured card is deleted. A failed card check (e.g. a billing ZIP mismatch) answers 400. The invoice token is the auth.
